§ 03 — THE STANDING WORK

Setting the property up

Safety first, then furnishing and finish, against a specification agreed before work starts. The building is photographed and inventoried before anyone moves in, so the condition we took it in is a matter of record rather than recollection.

Inspections and cleaning

Communal areas cleaned fortnightly and every room inspected quarterly, both on standard forms. Each material finding becomes its own tracked action with a named owner. A submitted form is not proof that what it found got fixed.

Repairs on written work orders

Exact scope, access arrangements, an agreed cost limit, an attendance deadline and the evidence required at the end — set before anyone attends. Gas, electrical and fire work goes to the qualified trade for it, never to a generalist.

Resident administration

Affordability assessed on evidence, agreements and prescribed information served, deposits protected in a government-approved scheme, rent collected from a verified balance and arrears handled factually and proportionately.

Evidence before closure

Every case carries a named owner, a due date and an evidence field, and cannot be closed until the last one is satisfied. A paid invoice or a contractor marking a job complete does not on its own prove the work was done.

Reporting to the owner

Payment on the agreed date. Notice of anything structural, legal or expensive before it is decided rather than after. Inspection and condition evidence on request, at any point in the term.

§ 04 — THE DIFFERENCE IN PRACTICE

Not the same thing as instructing an agent

Letting agency is a legitimate model and the right answer for plenty of owners. It is a different arrangement from this one, and the differences are worth naming before you choose either. We have set them out neutrally in a separate guide.

  • One operating company holds the building, rather than an agent coordinating trades on your instruction.
  • The procedures are written down, applied the same way every time, and can be produced on request.
  • Every case has a named owner inside the company, so there is always a person accountable for it rather than an inbox.
  • Cases close on evidence rather than on an assurance, and a failed callback reopens the original record rather than hiding in a new one.
  • You receive the material information and can ask for anything underneath it. You are not copied into routine operational traffic.

Operating in Bolton specifically

§ 05 — LOCAL POSITION

Bolton has changed materially for HMO landlords. Since 13 June 2025 a borough-wide Article 4 direction has meant that converting a house into a small HMO anywhere in the borough requires planning permission rather than proceeding under permitted development rights. Separately, in August 2026 the council agreed a borough-wide additional licensing scheme that is expected to bring smaller HMOs into licensing from early 2027.

Neither is a reason not to operate here. Both are reasons to establish the planning and licensing position of a specific building before it is converted, bought or handed to anyone — which is exactly what happens at the viewing stage, and why we decline buildings where that position cannot be established.
